Utah Activates Final Small-Business Financing Tranche
The Utah Governor’s Office of Economic Opportunity announced October 21 that the third and final funding tranche of the Utah Small Business Credit Initiative (USBCI) is active, making approximately $24 million in additional funding available to support Utah small businesses.
The initiative works with participating banks, credit unions, and community development financial institutions to expand access to business financing. Its Loan Participation Program allows the state to purchase a portion of qualifying business loans, while its Capital Access Program helps lenders manage lending risk.
Why it matters: The additional funding could help Utah small businesses access financing that might otherwise be difficult to obtain, supporting business growth, investment, and job creation across the state.

Utah Settlement Cancels $16.76 Million in Snap Finance Lease Payments
The Utah Department of Commerce announced October 21 that Utah joined a multistate settlement with Snap Finance, a company offering lease-to-own financing through participating retailers.
The agreement cancels $16,758,262 in lease payments owed by Utah consumers who entered qualifying agreements between 2017 and 2022. Affected consumers can keep their merchandise without making further payments under those agreements.
The settlement also requires Snap Finance to improve disclosures, clarify lease costs, and change certain business practices. The states alleged that consumers received misleading information about lease terms and costs. Those allegations were resolved through the settlement rather than a court finding of wrongdoing.
Why it matters: The settlement provides substantial financial relief to affected Utah consumers while highlighting the importance of understanding the total cost, payment obligations, and cancellation terms of lease-to-own financing.
Cyprus Credit Union Opens Green Spring Branch in Washington
Cyprus Credit Union has opened its new Green Spring branch at 798 W. Buena Vista Blvd. in Washington, Utah, expanding its presence in southwestern Utah.
The credit union scheduled a grand opening celebration for October 24, giving local residents an opportunity to visit the new location and meet the branch team.
Why it matters: The new branch expands access to in-person banking services for Cyprus Credit Union members and residents in the growing Washington and St. George area.

Utah Advances Multistate Digital Identity Collaboration
Utah is working to establish a multistate consortium focused on developing shared governance principles for digital identification, according to an October 19 report from Payments Dive.
The initiative emphasizes privacy, individual control over personal information, and limiting the amount of data people must share when verifying their identity. Utah Chief Privacy Officer Christopher Bramwell discussed the effort during the Money20/20 financial technology conference. Participating states had not yet been publicly identified, and the technology remains under development.
Why it matters: Digital identification could eventually influence how banks, credit unions, fintech companies, and payment providers verify customers and protect personal information. Utah’s involvement positions the state in discussions about the future of identity verification, privacy, and fraud prevention in financial services.
